HEART Tutoring: Helping Ensure Academic Results through Tutoring

Social Venture Partners Charlotte partnered with CMS and Communities in Schools to create a new tutoring program for math. The program was piloted in three Title 1 elementary schools in the fall of 2010 and will be expanded to two additional schools in the fall of 2011. This collaborative effort is based on the belief that volunteers can be powerful change agents in the academic progress of students when provided with the information and tools they need to be effective.

The CMS endorsed program helps children internalize important math concepts through a variety of learning activities practiced with their tutor. The curriculum has been made "user friendly" for tutors, organizing it into notebooks and providing easy access to the various supporting materials. An orientation event will introduce the program to tutors, and ongoing support will be provided by a HEART liaison at each school.

A minimum of 20 tutors will be needed at each of the following Title 1 elementary schools in the fall of 2011: Allenbrook, Bruns Avenue, Druid Hills, Rama Road and Winterfield.

Nurse Family Partnership

Nurse Family Partnership (NFP) is an evidence-based, nurse home visitation program that improves the health, well-being and self-sufficiency of first-time, low-income parents and their children. NFP nurse home visitors provide education and family support during the child's first two years, working to improve pregnancy outcomes, child health and development and the economic self-sufficiency of the family. Mecklenburg County first implemented NFP through a pilot program in 2008 that currently serves 101 families.

SVPC funded a two-year grant (in collaboration with Council for Children's Rights) for a Project Director for the NFP program in Mecklenburg County. The NFP project director will develop and implement a strategic plan for expanding and sustaining the capacity of the NFP program in the county to reach a population large enough to yield substantial, quantifiable health and economic benefits in the community. SVPC Partners serve on an NFP Advisory Board to assist in strategic oversight of the program as well as participate in focus area work groups.

Habitat Critical Home Repair (HCHR)

HCHR is a new initiative of Habitat for Humanity of Charlotte, Inc. This program is designed to decrease substandard housing conditions for those with limited resources by providing urgent, critical home repairs (defined as a major floor or roof repair), The program works intensively with families to rectify housing code violations, keeping homes safe and protecting Charlotte's affordable housing stock. Individuals receiving service must own and occupy the home being repaired and earn less than 50% of the HUD median income for Mecklenburg County. Additionally, the individual must be willing to repay HCHR for the work based on a mutually agreed upon monthly payment and to provide community service.

SVPC's grant allowed HCHR to hire a second site supervisor to manage additional projects, create construction training courses to leverage their volunteer network and increase overall capacity of the program. SVPC Partners will assist HCHR in the strategic planning and growth of the program, serving on oversight, construction and marketing committees.

Workforce Initiative for Supportive Housing (WISH)

WISH is a permanent supportive housing solution for homeless (or near homeless) working families with children in Mecklenburg County. WISH provides highly-screened families with a short-term rental subsidy for a decent apartment in order to meet their immediate need for housing. In addition, WISH provides a structured set of supportive services that empower struggling families to move from homelessness to self-sufficiency (including an assigned social worker and volunteer team, transportation and childcare assistance, food co-operatives, computer connectivity, tutoring and job training).

SVPC was instrumental in identifying the model for the development of the WISH program. It helped fund start-up costs and played a major role in the strategic development, advocacy and governance of the WISH program. Currently, two SVPC members sit on the WISH governance board and play a key role in the day-to-day operations, and SVPC members volunteer directly with individual WISH ministries.

All-Star Teacher Initiative (ASTI)

ASTI is a five-year program of grants, study programs and professional development opportunities designed to attract, reward, train and retain excellent teachers for every classroom in the school (East Mecklenburg High School). The ASTI program fosters the creative entrepreneurial spirit of teaching professionals. At the conclusion of five years, the program is designed to be sustainable through the establishment of an alumni association and annual dues. This program is designed to be replicated at any public high school in the system.

SVPC helped establish ASTI with the forming of a steering committee and the establishment of various grant and oversight boards. It helped fund the initiative as well as participated in five different boards and committees to assist in the implementation of the program. SVPC anticipates replicating the ASTI programs in other high schools throughout Charlotte.
